IPs release resolution for effective participation in UNFCCC Print

Indigenous Peoples are fully committed to participate in a constructive, positive and effective manner in the UNFCCC process. Indigenous delegates from all regions participating in the INTERNATIONAL INDIGENOUS PEOPLES TECHNICAL WORKSHOP WITH STATES ON THE UNITED NATIONS FRAMEWORK CONVENTION ON CLIMATE CHANGE (UNFCCC) NEGOTIATION in Xcaret, Mexico the 27th – 29th of September 2010, express our firm conviction that without formal participation and a mechanism for input we cannot ensure that our perspectives, contributions and proposals will have a meaningful or significant impact on the deliberations.

We therefore express our collective support for the following 3 proposals to ensure greater and more formal participation by Indigenous Peoples. These proposals are consistent with the proposals many of our regions have brought to the workshop, and will achieve a positive result to ensure Indigenous Peoples participation is effective in this process.

  1. The United Nations Expert Mechanism on the Rights of Indigenous Peoples, United Nations Permanent Forum on Indigenous Issues and the Special Rapporteur on the Rights of Indigenous Peoples will be invited to participate with a formal, recognized seat at the COP 16 and future UNFCCC COP sessions.
  2. The creation of an Indigenous Peoples Advisory Group consisting of the members of the International Indigenous Peoples Forum on Climate Change (IIPFCC) to provide consistent input by Indigenous Peoples into the discussions, dialogue and drafting process at the upcoming and future COP.
  3. Formalize and increase the direct participation of Indigenous Peoples in COP sessions and other UNFCCC processes, including ensuring the ability of Indigenous Peoples to speak on the floor (understanding that this may require approval of Parties by resolution for this and/or future COP session)


We further support the proposal to request a review of the rules of participation with the UNFCCC secretariat to determine the most direct way to implement the above recommendations, preferably through direct negotiations between the President of COP 16 with the UNFCCC Secretariat in advance of COP 16.

Indigenous Peoples at this Technical Workshop express our full support for the President of the COP 16 to work with the Secretariat in this regard, and we express the collective support of the Workshop participants for the initiation of negotiations to realize the above objectives as soon as possible.

Finally, we call for the creation by the UNFCCC of a dedicated fund, along the lines of that implemented by the Convention on Biological Diversity Secretariat, to support the participation of Indigenous Peoples in this processes.
